Can We billed VAT for Export related transportation services?

Question

I'm working for the the transport company and I need to bill to the customer as per below scenario

Customer is a tea export company
we delivered their container to the habor
Therefore, please advise whether I need to bill VAT for this service or can I avoid billing under the exempt clause of exports.
