Is SVAT RIS is responsible to check whether a supplier RIP? or Is it the RIP's obligation to inform the RIS to issue a SVAT invoice?

Yes, RIS is responsible for checking whether purchaser is RIP. Before you raise first invoice, it is advisable to get a copy of SVAT registration certificate.
